Authorization failed or requested resource not found

Receiving "Authorization failed or requested resource not found." error on most pages.

I can login and access all services on my OCI account, but all pages show the error "Authorization failed or requested resource not found". I cannot see any policies/groups/etc.

My tenancy details page shows that the tenancy is in active state.
