global search for financials not working

Summary:

Has anyone been successful in getting the global search function to work for financials?

Content (required):

We have implemented global search, but no matter what we search for the search always errors with error FND-6603 Search is not currently available. We have ran the ESS job to create index definition and perform initial ingest to OSCS but it ends in error with Index not enabled in the log file.
