Expense Submission error missing a valid Expense Account

Hi, our employees are inconsistently getting error on Expense Account Distribution generation.

For some employees, this is the error they are getting. Our employees has the same case with Employee Assignment of Expense Account starting Jan 1, 2023. When creating Dec-22 period expense dates, the error occurs. We thought it is because of expense account started at Jan 1 2023.

But there are employee that can create expense account with previous or prior Jan 1, 2023 date. (sample Dec 1, 2022) and able to submit expense. With this inconsistency, how can we check why some person can submit on previous period, but others can't? They have the same Account Combinations assigned on their Present active Employee records.
