Any ideas how to have a Message show once a day?

Summary: There is a request to have a pop up Message display once a day. How can I configure a Message to show once a day?


Content (required): I am able to show a message once with the Settings to a User has seen Guide, but let's suppose I want this window to pop up again tomorrow (or once a day upon login). Is this possible?
