Should the Approval rules applies when requisition approval is reassign to another user?

Summary:

Requisition was re-assign and approved by a user that should not have been able to approved it at the first place because its job level was lower than the minimum job level requirement.

REquisition 123 was submitted for approval . Action on Approval Rules is as follow:

When the Approver (MRS. X receive it) she did not approve it, but decide to reasign it to a different person. (note that her job level allow her to approve the requisition). She re-assign to MR. B

Mrs. B has a lower job level, and should not be able to approve the requisition. However, Mrs. X was able to re-assign the requisition to Mr. B, and Mrs. B was able to APPROVE the requisition.
