Unable to update my payment method on an "OCI Free Tier" account

I get the error message "Your subscription is not in active status, hence not supported on this page"

I can create and terminate compute instances without issue.

I tried contacting support, but Free Tier accounts are not eligible for support. I was told I needed to upgrade to a Pay-as-you-Go account to get support. I pointed out that the problem is I can't upgrade to Pay-as-you-Go so they transferred me to renewals. Renewals said they were not the correct department and they transferred me back to support and we start again.

I would be happy if I could just delete my tenancy, same error as above, and start again.
