Expense Location search is empty

Summary: Expense Location search returns nothing

Content (required): In our Test environment, when I create an expense item, the Expense Location field has "United States" by default, but when I try to save the item it tells me "Invalid Expense Location." I open Search and search for "United States" (or anything else) and the search returns nothing. When I go to Manage Geographies, there is a long list of locations, including "United States." As a work-around, I made Expense Location optional, but that only works for the first item I create, then it's back to "Invalid Expense Location." I've attached screenshots
