Can I add check box values for Development Intent in Career Development?

Summary:

My Organization is exploring using the Development Intent feature in our dev goals. It had been previously hidden, and I was able to unhide it but I'm having trouble finding what drives the values that get displayed there. Is it possible to create a custom list of Development Intents that would be displayed to all workers?
