Unable to translate the seeded Oracle report to FRC

We are trying to translate the Oracle seeded "Employee Vacation and Delegation Rules Report" to French, however it doesn't seem to work. The report always appears in English no matter what the interface language is used.

Did anyone manage to translate it? Thanks!
