Hire an Ex Employee after external job submission

Hi team!

I need your help for this unexpected behavior of the ORC - Core HR:

1) Terminate an Employee, taking note of the fiscal code, date of birth and other general personal info

2) Provide a submission for a job requisition posted on external career site as the prior (ex) employee

3) Create and accept a job offer for the candidate (ex employee)

4) Move to HR

5) Conversion of pending worker

 

Once having the same fiscal code, date of birth, city of birth...I expect the system get advice me about "candidate known"...however I'm able to hire the candidate as pending worker and then as employee again, with another person number...
