Custom role created for 'Currency rate Manager' but "Data Access Set:" lov not visible

Created a custom role for exchange rate upload. Access to the relevant area of daily exchange rate upload and spreadsheet works but not able to select the data set.

1. All required privileges are given.
2. User granted with the relevant data access sets.
3. Have run all the processes;
   1. Import User and Role Application Security Data
   2. Send Pending LDAP Requests
   3. Retrieve Latest LDAP Changes
4. Data security policy created as follows;
