Recruiting manager when downloads offer letter for adjustment,template doesn't have header,footer

Summary:

Hi Team,

In offer letter we have header and footer, with logo and image. When the recruiting manager is downloading the offer to do adjustments, the the downloaded rtf doesn't have header and footer in it.All other content is downloaded.Is it expected functionality? did anyone face this issue please suggest.The preview offer works fine,it shows header and footer images.Also, normal offer letter is generated fine.Only when recruiting manager is downloading offer letter,images in header and footer are not downloaded.
