How to Disable the Goal plan LOV

Hi Everyone,
How to disable a particular Goal plan from LOV when employee try to add the Goals for that review period.
I have set the Eligibility criteria and even Excluded the worker from Goal plan. Still a goal plan is showing in the LOV for that Review period.
