Approval for posting a Job Requisition

Summary:

My customer has a requirement where after job requisition is approved, they try to fill it with a specific group of internal employees and for this recruiter will already know those employees and arrange interviews with hiring manager, without internally posting it.

But if Hiring Manager is not satisfied with these candidates, only then Job requisition is posted both Internally and Externally and for this an additional approval is obtained.

Does anyone have any idea on how this can be achieved in the system without using outside the system approval and uploading the approval email as attachment.
