How can attachments to Bid/Solicitation be added to the final full document?

Summary:

Client wants to add various attachments, such as exhibits, SOW, etc to their solicitations and wants those attachments to be a part of the final solicitation packet/PDF. Currently when you add an attachment, it is its own stand alone document/file rather than combined with the final PDF document of the solicitation/negotiation.
