How can I maintain my low usage Always Free tier?

I am currently running scripts that pulls data via an API from various sources and then pushes that data via a TCP connection to clients that are connected to a telnet listener. Very low CPU and network usage. How can I go about preventing the reclamation of this instance? I know I can convert to a paid account, but how can I determine if I will stay below the thresholds for billing?
