I). B90328 - Oracle Cloud Infrastructure-Key Management "Virtual Private Vault Per Hour" $XX

a). Is the amount XX per hour

b). How do we calculate the "Virtual Private Vault Per Hour" usage?   

c). for each combination of encryption/decryption is the usage calculated?

for eg: The purpose of this is to create a Public certificate and give it to Trading Partner. Trading Partner will encrypt the file and send it to us. using a private key we will decrypt the file.
