How can we support legal or CBA rules that mandate that people made redundant have a right of first refusal to any new job openings in our organization?

We have legal and collective agreement requirements that if we terminate an employee (layoff/redundancy), we need to offer any new jobs created in the organization to them for 7 days before we can publish the job requsition.
