Move Background check from Screening section to Offer creation page

Summary:

Move the Background check from the Screening section to the Offer creation page

Content (required):

We are checking the feasibility of moving the background check in the last section(screening section) while creating the requisition to the offer creation page.

The reason for this functionality check is, sometimes the package selected needs to be changed for candidates thus needs to this selection be changed from the Requisition page to the offer page.
