How does 'Not Done activity' compare with 'Suspend activity'?

Summary: Does anyone know where I can find OFSC documentation that explains in more details how 'Not Done activity' works? It sounds like it would be very similar to 'Suspend activity' but I am not finding much info about it in the "22D Administering OFSC" manual.
