Tax Withholding user who made last change

Hello,

Is there a way to see who changed the tax withholding for an employee? I know how to see the prior record in the UI, but we have an employee who says they did not change it, and so payroll would like to know if I can query behind the tables and find out who made the change. Does anyone know the table behind the tax withholding (calculation components)?

The user would go to 'Me' and then "Tax Withholding" and then click the edit pencil and change their filing status.

It then prompts them to check a box confirming they want to do it.
