Custom promotion process in compensation plan

Hello,
We need to configure in the compensation plan a promotion task that is related to a change of a custom field (the employment level). In fact, for us promotion is not a job or grade change but it is a change of the employment level (contract attribute). Do you have an experience related to this? I thought to configure 2 custom column: one where I will default the actual employment level and the other where manager should propose the new level. I have also to synchronize it to core hr. How can I do?
