Unable to move candidate to Offer: Withdrawn by Candidate state

Summary: We have a candidate in Offer: Draft phase we are trying to move him on Offer: Withdrawn by Candidate state but however it refuses to withdraw.

But still, the candidate is on offer draft state.

However, in the progress tab, I see "Return to prior state" action and cannot understand how this action can be triggered as candidate is in offer phase.
