Manage Absence Records Submit Missing

Post upgrade to R13, we have found that the Submit Absence record button is missing


We completed our upgrade over the weekend and have found that the submit for absences is gone.  We only have the option to save them which means they are not deducting from our PTO balances.  We use OTL for the majority of our absence entry and feed it into Fusion but we do have corrections that are made from time to time.

Anyone know why the submit button would be missing?  I believe it was there when test was upgraded but now i don't see it there either.  I have added many roles to my admin user to try to see if it was a role issue, but it doesn't appear to be that.  I have customized the page to add the submit button back, which was an option, but when i do that it then appears at the top of the person mgmt screen without working and it appears on every other tab in person mgmt by default.  Screen shots attached.
