Autocomplete Rule - Validate Duplicate NID Does Not Work when Editing

Summary:

Our testing found that the delivered autocomplete rule is only validating for duplicate national IDs upon creation of a new contact. If a contact is created without a NID listed, saved and then edited with a duplicate NID there is no error message preventing the duplicate NID.

The rule works well when creating a new contact but does not prevent duplicate NIDs when editing contacts. Is this the expected behavior of the Oracle autocomplete rule?
