Compensation manager needs to access all the employees included in worksheet

Summary:

Does the standard functionality allow us to identify the individuals to be included in worksheets and make the compensation manager to access all the employees regardless of the manager hierarchy s/he belongs to?

Content (required):

None of the line managers are a part of the compensation cycle in our scenario. The HQ compensation manager will create the compensation data and handle it for all the enterprise employees.

Thats' why HQ manager needs to access to all population within the compensation plan worksheet.

After she makes the initial work, she needs to submit the worksheet to the relevant HR manager's approval, the relevant legal entity's HR Manager will receive the approval, open the worksheet and make any further revisions on the compensation and afterwards send back to the HQ Comp Manager's approval.
