Setup Withholding tax - Configuration Owner per BU

I need to create a withholding tax per BU.

Do you know how can I setup in Manage Taxes - Withholding tax - Add - Select the Tax Regime Code and enable to see in Configuration Owner the BU?

Setup and Maintenance > Financials > Transaction Tax > Manage tax : > Withholding tax > Add

Select the regime code = AN_TEST as above

Configuration owner field, I would like to see the BU 120_BR_BU, but I can´t
