Security privilege to allow "Create Note" for a user

Summary:

a new user is not able to create notes in "contact" screen.

Content (required):

I want to give the privilege to a specific user to be able to create notes in the contact screen. users with "IT Security Manager" & "Application Implementation Consultant" roles are able to see the "Create Note" button and use it but I don't want to assigned these roles to a regular user. so what is the correct role I should assign to this normal user? I created a custom role and tried assigning many privileges but none worked (for example: "Manage Sales Party Notes").
