Skip Rule is not working in Approval workflow in Job Requisition

Summary:

We have some approval workflow for Approve Job Requisition, enabled skip rule if creator and approver both are same it should skip and go the next level. We have created Representative type and added couple of users for this. Added this representative in Approval workflow

Content (required):

Scenario: Tried to create Job requisition from Hiring manager login, Navigation : My team> My Team> View by Positions>Create Requisition. Then enter the details in Hiring Team section added Recruiter as Representative user (Who is in the approval flow in representative type) then save and close button. Recruiter get the FYI notification, then submit the transaction. Checked for workflow to whom it is going, Still the user is getting approval workflow (Who is there in the approval workflow). Finally skip rule is not worked.
