How to default Item Level or Customer Item Level Attachments to Order Lines

Requirement is to default Item or Customer Item Level attachments to Order Lines. On Order lines they should be able to modify the attached text . Also these attachments should also flow to Order Acknowledgement, Invoice, PO in case of a dropship, work order in case of Back to Back etc. Does it require an extension?
