How to Validate NID Type based on Person Type?

Summary:

We would like an error thrown when Person Type does not equal Contingent Worker, and National Identifier Type equals 'Last 4 of SSN'.  

Validation should apply everywhere, including Person Contacts. 

The rule created below is throwing the error when we select the ‘Add Contingent Worker’ quick action and select NID Type 'Last 4 of SSN', which is not expected.
