Defaulting on business unit

Summary:

Hi Team ,

Our client wants to default business unit under employment section based on legal employer in "When and Why" section for Hire an employee flow.

We used Defaulting rule type under Worker Assignment business object . The defaulting seems not to be working.

This is an approved use case from Oracle. The code is screenshot below.

Please suggest a better way to code this. My assumption is Entity ID is same as legal employer in When and Why section. Correct me if I am wrong.
