Is it possible to route Time Card Approval to Employee when TC is created by other than Employee?

Summary:

Hi - We are looking to setup a Time card approval to route to Employee if anyone other than Employee creates on behalf of Employee.

Manager uses Responsive UI to submit TC on behalf of Employee and Admin uses Team time cards.

Content (required):

If Manager/Admin Creates a TC->Employee->Department Head

Are there required attributes in time approval rule set to support this approval rule?
