Representative does not receive email notification for approval

Hello all,

I have a question regarding the email notification that the Representative (in our case Total Reward) should receive in order to approve the Job Offer.

More specifically, we have created 3 approval rules where one of them should go to Representative to Approve the Job Offer. While the Representative receives the bell icon notification for approval, she/he does not receive the email notification needed for the same action.

Does anyone know what am i missing here? Why the Representative receives the bell icon notification but not the email one?
