What is the best way to obtain SOC-1 reports which are not available in MyServices?

Deloitte claims that clients cannot rely on Oracle's SOC-1 of FCC because Application Snapshot files are not stored on Oracle servers. The subservice SOC-1 is not available in MyServices. What is the best way to get this file each year/quarter?
