Issue with Bins and Case Statement

Summary

Issuing a CASE statement against hire and term bins from Action Name field

Content

Due to our decentralization I cannot utilize the assignment event measures when reporting our hires and terminations.  So what I've done is create a bin for hires and a bin for terminations utilizing the action name field.  Since this report will also have month ending HC, I cannot simply filter by those bins to get only my terms and hires, because it will also filter the month end HC number.  To fix this I'm trying to write a case statement to give me an assignment event count only by those two bins, but for whatever reason it's not working.  Can someone help?
