Can The Requisitions UI Be Used To Access Other Users Requisitions?

Hi,

We would like to have Requestors or preparers view other requistions that is not created or entered by them. I checked the note - 
Can The Requisitions UI Be Used To Access Other Users Requisitions? (Doc ID 1624878.1) where it mentions to add the duty role 'Requisition Viewing as Administrator Duty' which allows a person to view all requisitions in his business unit.

But I am unable to find the duty role - 'Requisition Viewing as Administrator Duty'. We are in R13 -18B. 

Any pointers to the above will help.
