How to assign a Journey to AOR instead of the Worker?

Is it possible to assign a Journey to an AOR, instead of the Worker?

Content (required):

I am working on setting up a journey that is focused on the global transfers. The performer of most of the tasks is our only Mobility Specialist (set up as an AOR of the type Mobility and Immigration). The Journey is set up to be triggered automatically, based on the Change Location action/ Relocation Package reason. The Journey gets assigned to the Worker, not to the Mobility Specialist. According to what is being specified here, it appears to be the expected behavior: "If the checklist is associated with an action such as new hire or transfer, the checklist is automatically allocated to workers when they experience the action. If not, you must manually assign the checklist to workers."
