Learning Specialist Not able to see employees data

Summary:

We have built a custom OTBI report using the subject area - Workforce Learning - Learning Management real time , but when we run the report the Learning specialist is able to see his own data and not other employees data.

When logged in as Learning specialist from application, none of the employees are searchable from Person management screen.

We have checked the Learning specialist data role and it has View all worker security profile attached.

Can anyone let us know what is missing here to be able to see the data of all the employees when Learning specialist runs the OTBI report.
