OCI: No URL access to Tomcat, APEX

Hi all,

I am new to Oracle Cloud Infrastructure.

I have created the Virtual Cloud Network for my (root) compartment, created the default Security List for my subnets with Allow Rules for SSH Port 22, TCP Port 1521 (DB Listener) and TCP Port 8080 (Tomcat). In my VCN I have created the DB System, configured APEX. On the VM I've installed Tomcat running on the Port 8080.

I can access the VM over putty, I can access the DB over SQL*Plus, but I cannot access the Tomcat over Browser with the public IP noticed on the "DB Systems" page...

What is wrong?
