Has anyone been able to work around the limitation of only being able to +Add the background check details when a job requisition is in Job Formatting?

Content (required):

Since going live with Oracle/ORC, and integrating our background check partner/vendor (Sterling), our business has struggled with only being able to +Add the background check details (via the Screening Services section of the job requisition) while the job requisition is in the Job Formatting Phase.

Are we alone with this struggle? If not, has anyone found a way around it? Thank you!
