Need to have a default value (“Allow worker to update key attributes” )unchecked in Add Goals

When a manager adds a goal to a staff member’s goal plan, the “Allow worker to update key attributes” tickbox is checked by default. This setting enables workers to edit all elements of a performance goal - for example, actual completion date, goal category, goal type, start and end dates. In contrast, disabling this setting limits workers to updating only the description and the status of the goal. It is worth noting, however, that, in the present configuration, any changes to the key attributes trigger a re-approval request to the manager.

The requirement is to have it unchecked by default.
