Report showing previous month (starters, leavers)

Is there a way to filter results for only a previous month - for example all new hires, terminations - regardless of the date the report is run?

For example, if I was to schedule a report on the 8th of each month I would look to return all new hires who started in the calendar month previous. So if it ran at any point in January, it would return only new joiners in February.

Using criteria such as Current_Date-(number of days for example) won't work as each month has a slightly different number of days, so looking to dynamically pickup only values in the previous calendar month.
