Sending Job Alerts to Employees When a Job is listed as Hot

Just seeing if there is a way to achieve this.

Our requirements are to send notifications to internal candidates to apply or refer for hot jobs. We have jobs that we are flagging as HotJobs. We thought of using Campaign but don't see an option to define the criteria to pick only hot jobs. We can do it via BI bursting but wanted to see if there is any other option that anyone can think of.
