Is it possible to trigger a message error if an input element value exceeds another one?

Hello,
We are currently implementing the Oracle Fusion Compensation module.
We have created 2 elements called Overseas Bank and Cash Out. These 2 elements are assigned to their respective Individual Plans.
The Input Value of element Overseas Bank is holding a cumulative value.
Scenario:
An employee has Rs 50,000 in the Input Value of Overseas Bank element. He uses Cash Out Individual Plan to apply for a cash out of Rs 60,000 in Manage Contributions section.
Is it possible to create a fast formula to trigger an error whenever the Cash Out amount is greater than the Overseas Bank amount?
