Can you make candidate selection process reasons mandatory?

We want to make the disposition reason mandatory when moving a candidate to the 'Rejected by Employer' or 'Withdrawn by Candidate' state. We have the reasons enabled but currently you can submit without selecting a reason, which is causing our reporting to have many blank reasons. This is especially not good for Affirmative Action reporting in the US, as the disposition reason should be filled in. Has anyone been able to make this field mandatory?
