Internal Job Offers Launch to Change Assignment (always) for Promotions and Transfers

Hi all,

Currently, when an internal receives a job offer, and the action on the job offer is 'promote', or 'transfer' (and not 'Global Transfer'), then when the job offer is processed in Core HR via My Client Group - quick action: "Manage Job Offers", the Change Assignment transaction flow is used for both promotions and transfers, instead of the Promote or Transfer transactions...

Per Oracle documentation this is expected behavior "Fusion Global HR: Getting "Change Assignment" Page When Performing Promotion/Transfer From Manage Job Offers Page (Doc ID 2679166.1)")
