Summary:

Lately my I received a mail indicating that my compute instance on Always-Free tier on Oracle Cloud has been stopped due to being idle. When I tried to start the instance again, the machine goes from state "Starting" to "Stopping" thus being unable to boot. How can I debug this or contact any support to resolve this issue?
