Are Talent Profile "Nudges" (AKA Time-based reminders) only available with Touchpoints?

@Floyd Teter-Oracle As I've been exploring turning on Time-based reminders on the Talent Profile (Feature from 23A: https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/talent/releases/23A/23A-talent-mgmt-wn.htm#F26301) I've been unable to find the navigation spoken of My Client Groups > Employment > Nudge Configuration, and generally can't find anything in our system related to Nudges. After some digging, everything I can find about nudges is tied to Touchpoints- For context, we have not purchased Touchpoints, nor are we planning to. Is the Nudge functionality tied to owning Touchpoints, or is there a way to still leverage "nudges" on the Talent Profile without that SKU?
