Unable to run the Country Code API

We need the exact privilege required to run the Country code API.

We have tried by adding the privilege 'Use REST Service - HCM Countries List of Values' but it didn't work.

It works with Application Implementation Consultant role, but this is a very big role, and business requirement restricts giving this role to the required user.
